This posting will be used to fill multiple vacancies in the Marshall District Office as they become available through 03/20/2019.  Candidates will remain under consideration throughout the duration of the posting period unless notified otherwise.

These positions will provide surveillance and guidance to health care providers in an effort to assure a level of quality care based upon compliance with Federal and State laws and rules which directly relate to the provisions of nursing and health services.

Responsibilities include:

  • evaluating health care providers using nursing and health knowledge and expertise so that the level of compliance with Federal and State laws and rules which directly relate to provisions of nursing and health services on client outcomes may be determined through review of survey documents.
  • identifying and implementing continuous quality improvement processes.
  • teaching and communicating to survey staff and providers state of the art knowledge related to federal and state survey and certification requirements.
  • compiling and recording information to document conclusions reached and ascertain the degree of compliance with the regulations.
  • making periodic unannounced follow-up visits to health care providers to ascertain compliance with correction orders and deficiencies previously issued.
  • attending legal proceedings regarding deficiencies, issuance of penalty assessments, attending nurse aide abuse/neglect hearings, or termination/adverse action situations so that all matters will be properly presented and clarified.
  • participating in continuing education programs in order to develop and expand working knowledge in the health care field and maintain current licensure as a Registered Nurse.

Candidates must be available for regular overnight travel.  Hours and days of work and the need for overnight travel are determined by inspection workload.  The majority of work hours are between 8:00am - 4:30pm, Monday - Friday; with regular early morning, evening and weekend work hours.

Minimum Qualifications

Must possess and maintain a current Registered Nurse license in Minnesota.

To be considered, applicants must meet one of the following requirements:

1) Two years of professional experience as a Registered Nurse in a health care setting with primary responsibility for assessing nursing and health needs and experience documenting and writing reports; OR

2) Three years of professional experience as a Registered Nurse in a health care setting.

A Master's degree in Nursing, Public Health, Health Care Administration, Psychology, Social Work, Medical Field or closely related area may be substituted for one year of experience; a Bachelor's degree in one of the above areas may be substituted for six months of experience.

Additional Requirements:

Oral communications skills sufficient to interview staff, residents, clients and patients.

Critical thinking skills sufficient to collect and analyze information, identify areas of focus, and make decisions based on evidence gathered.

Listening skills sufficient to ascertain level of compliance in meeting resident/client needs.

Interpersonal skills to develop and maintain effective working relationships, inform providers of deficiencies and other pertinent findings, and participate in legal proceedings.

Written communications skills sufficient to document concise, accurate and complete information and conclusions.

Computer skills sufficient to document findings and conclusions.

Preferred Qualifications

Successful completion of the Federal Surveyor Minimum Qualifications Test (SMQT).

Experience conducting surveys of health care providers including nursing homes, HHA, hospitals, surgical centers and ICF-IIDs. 

Experience with the federal informal dispute resolution process for federally certified nursing homes.

Critical thinking skills including ability to skillfully conceptualize, apply, analyze, synthesize and/or evaluate information gathered from, or generated by, observation, experience, reflection, data review, reasoning and/or communication.

Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.

Experience conducting internal quality assurance activities.

Experience working in a federally certified care facility such as a nursing home, supervised living facility, physical therapist in independent practice, comprehensive outpatient rehabilitation facility, etc.

Training, experience, certification, or license in relevant medical, nursing, health, legal, enforcement, or investigation areas.

Ability to apply nursing and health knowledge and clinical expertise to the review of providers.

Decision-making skills sufficient to make conclusions during surveys and defend legal actions on deficiencies related to nursing, medical and health care.

Experience reviewing written federal deficiencies related to nursing homes, hospitals, HHA and ICF-IIDs.

Ability to identify and document immediate jeopardy and actual harm within federal nursing home hospital, ICF-IID and HHA regulatory requirements.

Physical Requirements

Requires occasional lifting and carrying up to 25 pounds. Job may also require significant standing or walking to perform job duties.

Additional Requirements

Must successfully pass a background check.

Must possess a valid class D driver's license.
