In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

The two Children and Family Services Budget Directors function as part of the Children and Family Services and department-wide planning teams as the agency responds to state and federal legislative changes which have an impact on budget. They represent CFS on task forces and work groups charged to develop budget options for senior management consideration.

As one of two budget directors for Children and Family Services (CFS), in this position you will:
  • Direct administration efforts to formulate biennial and supplemental budget strategies that can withstand department and legislative scrutiny and that allow the Governor and Commissioner to accomplish policy goals.
  • Direct the development and maintenance of operational budgets for assigned divisions in Children and Family Services. This includes providing budget activity level management of all aspects of the operational budget. Develop and maintain knowledge of budgets in non-assigned budgets in CFS adequate to aid in setup, analyze problem areas and assume responsibility as needed.
  • Oversee fiscal management of assigned funds and/or block grants.
  • Provide fiscal and technical advice, guidance, strategies and analysis to the Assistant Commissioner and CFS senior management on the development and administration of fiscal policy, the biennial budget and operational spending plans.
  • Perform other duties as assigned by the Director of Children and Families Services Management Operations or Assistant Commissioner.


Qualifications

Minimum Qualifications

4 years of specialized professional experience in budget development and fiscal analysis that demonstrates:
  • Comprehensive knowledge, understanding and experience with leading state and/or federal budgeting procedures and legislative processes.
  • Experience developing and managing budgets for a complex organization.
  • Knowledge of government and public administration to develop and influence program policy and fiscal strategies.
  • Experience and knowledge working in state government accounts management and/or reporting systems.

Preferred Qualifications
  • A Bachelor's or a Master's degree in a field related to Accounting, Public Policy, Business Administration, Human Services or Political Sciences.
  • Experience documenting, analyzing, and/or making policy recommendations to identify and reduce disparities through public programs.
  • Extensive experience engaged in the Minnesota legislative process with a focus on budgets.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
