Job Summary

This supervisory position will lead the CareerForce Employer Engagement team to provide services to Minnesota employers and ensure alignment with the One Minnesota vision, Drive for 5 programs, the Workforce Development Division and DEED overall. This position will hire, transfer, and assign work to staff, write position descriptions, approve leave requests, process payroll transactions, conduct performance appraisals, and reward, discipline, suspend, discharge, direct and adjust grievances for staff.

Duties include:

  1. Hire, train, and direct the overall work activities of the Employer Engagement staff to achieve program standards and to ensure consistent application of DEED program policies and procedures. This could include direct oversight and knowledge of all aspects.
  2. Plan, design and manage the Employer engagement team and services within established budgets so that employers¿receive high-quality services that will help them attract and maintain talent
  3. Lead and/or participate in work committees, task forces, meetings, etc. with Job Service colleagues, DEED offices, Commissioner's office, business/trade organizations, or others when assigned.
  4. Follow all agency policies, state statutes, and statewide policies. Support the vision, mission, goals and initiatives of the CareerForce Division, Employer engagement legislation, Drive for 5 initiatives, business outreach practices and other related policies/regulations.
  5. Prepare regular reports in both writing and verbal on the services provided and available to employers.
  6. Coordinate program activities with CareerForce system employees, partners, and other groups.
  7. Create, track and monitor budgets using spreadsheets and SWIFT reports; approve purchase orders and invoices, approve payroll, and expense reports, and handle all other tasks required for budget management.


Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Three (3) years* of experience working with leading work committees, task forces, initiatives, and/or building teams in public or private sector.

*Bachelor's degree in Social Sciences, Non-Profit Administration, Organizational Development, Business Administration or other closely related field as determined by the agency may substitute for one (1) year of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Supervisory or lead worker experience with demonstrated skills in hiring, setting priorities, training, providing work direction, manage projects, coaching, and developing staff.

Ability to communicate in a highly effective manner verbally, writing and in person to different groups and individuals.

Experience with monitoring budgets, business operations and tracking expenses.

Proficiency with computer programs and software (i.e., Microsoft Outlook, Word, Excel).

Knowledge and experience working with and applying federal and state programs and regulations.

Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation.

Preferred Qualifications

Bachelor's degree or higher in Social Sciences, Non-Profit Administration, Organizational Development, Business Administration or other closely related field as determined by the agency.

Knowledge of staff training principles and practices.

Knowledge of Labor Market Information, Economic Conditions and Unemployment statistics.

Knowledge of Minnesota's in Demand Occupations, Sectors, and Industries.

Problem-solving skills sufficient to address a diverse array of regulations, guidance, and procedures.

Ability to adapt to a changing environment and handle multiple priorities.
