Lead Alternative Funding & Financing Analyst Up to $103,418/annually St. Paul, MN
This position leads the analysis and development of programs and projects related to funding, financing, and pricing of transportation systems and services. The position seeks to identify and enhance opportunities to optimize performance and ensure the highest return on investment for customers and the public; assess road pricing, mileage-based fees and other revenue mechanisms that deliver customer benefits commensurate with the costs of providing service; administer the state’s programs related to transportation economic development; analyze and recommend deployment of appropriate pricing mechanisms in transportation that yield the highest benefit to customers; recommend multi-modal, intermodal, and integrated solutions that best meet customer needs; and make recommendations to the Commissioner of Transportation, the Governor, the legislature and to local units of government that will enhance system performance, revenue, and financing capacity for system users and those of the next generation. This position will have the option to telework.

MINIMUM QUALIFICATIONS Three years of advanced professional planning experience that includes state, regional, and project level planning. Experience must also demonstrate the following: · Knowledge and experience applying fiscal and budget policies and practices to financial analysis activities. · Experience developing and leading planning projects, coordinating programs, and directing the work of multidisciplinary teams in the development of innovative solutions. · Experience evaluating project investments, measuring financial impact, projecting models/trends, and recommending alternative solutions.
