Position Description:
Minneapolis Public Schools (MPS) is one of America***s first large urban districts to create an Office of New Schools as part of its aggressive plan to make Every Child College Ready by 2012. The Program Manager of the Office of New Schools (ONS) will have the opportunity to transform the lives and futures of MPS*** 33,000 students. ONS is responsible for cultivating, approving and overseeing a portfolio of new schools that dramatically improve the achievement of the new schools' students. These schools include charter schools, contract schools, and self-governed schools***the latter as part of an innovative partnership between the Minneapolis Federation of Teachers and MPS.

The successful candidate will be a proven and resourceful manager and implementer of new and complex operations, projects and processes, with a successful track record of efficiently managing multiple tasks to achieve quality and timely results. The candidate will have successful experience working with culturally and economically diverse communities and have excellent communications and relationship-building skills.
FUNCTION:
Manage, coordinate, support and implement recruitment, technical assistance, approval, evaluation, oversight and other processes to ensure smooth and efficient implementation of all Office of New Schools*** activities and operations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
* Management, coordination, implementation and support of activities related to the cultivation, recruitment, and provision of technical assistance to prospective school founders, providers applications.
* Management, coordination, implementation and support to the Office of New Schools school approval process, including:
-Communication with panelists and the Bridge Committee
-Production and distribution of process materials and documents
-Logistical functions for phone and in-person meetings, interviews and hearings
-Communication with applicants
-Monitoring the process to ensure stakeholder feedback and continuous improvement
* Management, coordination, implementation and support for assistance activities for approved schools in the pre-opening and post-opening stages of new school development, including communications and coordination with external assistance providers.
* Develop, manage, coordinate, implement and support evaluation and oversight processes and activities for portfolio schools.
* Preparation of reporting to other MPS stakeholders and the MPS Board of Education.
* Preparation of reporting to internal and external stakeholders.
* Support authorizer compliance processes relating to the Minnesota Department of Education.
* Preparation and dissemination of attractive and effective PowerPoint presentations, e-newsletters and other written communications (including the effective use of web-based, online, and social networking communication tools).
* Preparation of clear documentation, recording and dissemination of all activities, processes, meetings and other functions related to the Office of New Schools.
* Coordinate/implement evaluation processes for all Office of New Schools activities/processes/meetings/etc. to ensure stakeholder feedback and continuous improvement (including the preparation/implementation of online, focus group and informal survey/feedback mechanisms).
* Management and evaluation of clerical staff, contracted assistance, interns and volunteers.
* Management and as needed direct implementation of and support for all Office of New Schools administrative functions, including logistics, travel, expense reimbursement, vendor processes, grant reporting, policy compliance and other items.
QUALIFICATIONS:
* Must have at least one of the following: Masters of Business Administration or Masters of Public Administration degree or at least two years of management experience at a nonprofit organization, business, school or public agency
* Proven track record of coordinating, managing and executing quality new programs to achieve quality and timely results in a nonprofit, public or business setting.
* Proven track record of managing multiple processes on time and on budget.
* Successful experience working with culturally and economically diverse communities.
* Strong interpersonal skills and ability to build relationships and work well with people at all levels within MPS as well as with external organizations and the community at large
* Strong project, process, operations and people management skills and proven ability to manage within a complex organization and with partners in other organizations
* Strong organizational skills and ability to complete - and ensure the completion of by colleagues - complex and multiple projects and tasks in a timely and efficient manner.
* Strong writing and verbal communication skills
* Quantitative and qualitative data analysis capabilities
* Proven success in using technological tools at a highly proficient level, including PowerPoint, Excel, and other software programs and social networking tools
* Proven attention to detail.
SALARY: MPSASP Group C $68,636 - $82,814
